The top bar has many useful features, and is a great place to start when first arriving to the OS Core landing page
At any point while using the website, you can change the language (English, CN, JP) or visuals (light/dark mode), and access your user profile
This bar allows you to select your Nodes and cycle in between them, use it to make sure that you are working with your desired resource, or to add a node (pro and enterprise users)
